A $2 million grant for 28 schools this month consumed nearly half of the $5 million Nevada set aside statewide to build new free preschool classrooms this year, even as the per-pupil funding rate underneath the whole program has lost about 18.5% of its buying power to inflation since lawmakers set it five years ago.
